High Point Approves Rezoning for Housing Complex

The High Point City Council approved a rezoning request that will allow the construction of a multi-family housing complex, according to the High Point Enterprise.

A 60-unit apartment development on Kirkwood Street and E. Parris Avenue was initially planned by RHA Housing Inc.

The project was dropped this year from lack of public financing.

Scott Redinger of RHA Housing told the council Monday the company hopes to pursue the project next year.

The council approved a land-use plan amendment and rezoning for the site, according to the paper.

High Point Opposes Proposed Billboard Rule Changes

High Point is raising objections to proposed legislation in the N.C. General Assembly that would change billboard regulation, the High Point Enterprise reported.

N.C. House Bill 309 and Senate Bill 183 would enable existing billboards to advertise digitally.

They would have messages constantly changing at least every eight seconds and would have to be at least 1,500 feet apart from each other.

The bill would allow conversion of existing billboards to digital billboards regardless of local regulations, the paper reported.

The city’s development ordinance does not permit digital billboards within the city’s zoning jurisdiction, according to the paper.

The bill would override the area ban and the city’s extraterritorial jurisdiction and its planning area.

High Point City Council Looks at New Housing

High Point City Council members got a look at a new High Point Housing Authority community under construction last week, according to the High Point Enterprise.

Authority representatives said Park Terrace is being financed with a combination of tax-credit investment, federal stimulus dollars and other sources.

The apartment complex is being built on the site of the former Clara Cox Homes housing project.

Fifty-eight applicants have been pre-approved and the first tenants are set to move in next month, the paper reported.

Some of the 172 units will be reserved for those who qualify for public housing, including seniors or a working household earning 30 percent or less of the median income for the area, the paper reported.

High Point City Council Opposes Gas Tax Cap

The High Point City Council Thursday adopted a resolution opposing proposed legislation concerning gas tax, according to the High Point Enterprise.

N.C. House Bill 399 would cap the tax at its current rate of 32.5 cents per gallon, the paper reported.

Opponents said this would deplete needed transportation funding for the state and local governments.

“Although none of us like to pay taxes we recognize that roads are generally provided by government and in North Carolina that has meant the State and Cities since 1931,” Mayor Becky Smothers, said according to the High Point Enterprise.

High Point City Council Renews Contract With Accounting Firm

The High Point City Council elected to renew a contract with the accounting firm that has done the city’s annual audit for the past 10 years, according to the High Point Enterprise.

The council approved a four-year, $62,000 contract with McGladrey & Pullen of Greensboro for audit services during its meeting Monday.

The contract will be up for renewal each year through 2014, the paper reported.

Councilman Chris Whitley made a motion to award the contract to the firm.

Councilmen Latimer Alexander and Mike Pugh voted against the motion and Councilman Foster Douglas was absent, the paper reported.

City Sends Out Surveys to Tracks Likes and Dislikes of Services

High Point residents are being asked which of the city’s services and priorities they would like to see addressed, according to the High Point Enterprise.

Surveys were recently mailed to between 1,000 to 1,200 randomly-selected households all over the city, the paper reported.

Officials said their goal is to get at least 400 responses.

The results will be used to help guide how the city allocates funds and what the citizens want the city council to focus on, the paper reported.

“We’ve gotten some calls on them, so I know people have them, and hopefully they’re filling them out and sending them back in,” said Assistant City Manager Pat Pate, according to the High Point Enterprise.

Gov. Perdue Plans on Visiting High Point Market Monday

Gov. Beverly Perdue will make her third visit to the High Point Market as the state’s top elected official Monday morning, according to the High Point Enterprise.

The first-term Democratic governor is scheduled to tour the new Klaussner Home Furnishings market showroom.

Perdue came to the world’s largest home furnishings trade show on several occasions when she was lieutenant governor from 2001-08, the paper reported.

Asheboro-based Klaussner is unveiling its new, 90,000-square-foot showroom for the spring market that begins Saturday.

The showroom, at 101 N. Hamilton St., is a new and expanded location for Klaussner, according to the paper.
